  17. <p>     After handily defeating celebrity novelist Mario Vargas
  18. Llosa in last week's presidential runoff, Alberto Fujimori made
  19. it clear that he has no intention of administering strong
  20. medicine to Peru's exhausted economy. The bespectacled former
  21. university professor reaffirmed his campaign promise that he
  22. would avoid "shock" therapy that might hurt the poor.
  23. </p>
  24. <p>     Instead, Fujimori, 51, is visiting the U.S., Canada and
  25. Europe to seek aid for an economy that he acknowledges is
  26. "close to death," with an inflation rate of nearly 2,500% and
  27. a $17 billion foreign debt. Other nations have an incentive to
  28. help: some $600 million to $1.2 billion in coca leaves are
  29. exported from Peru each year, feeding the world's cocaine
  30. cartels. Fujimori cannot hope to combat the drug problem if
  31. Peru sinks into political and economic chaos. The U.S. Congress
  32. has approved $35.9 million to equip Peruvian soldiers to fight
  33. guerrillas and cocaine merchants. But Fujimori wants to
  34. renegotiate, saying that the U.S. should pay to build roads and
  35. provide assistance for alternate crops.
